That looks like it came off of one of those little Razor scooter's. I found one at my garbage dump a while back. It's missing the seat and the charger input .. thingy. Everything else is there and seems to work though. Just can't charge the batteries 8(

make a wind generator to add to the solar kit.

ok thanks but before you put the capacitor in the circuit, did the motor stop repeatedly?
what type of capacitor did you use?

Came out of a CRT monitor; forgot the value but it was the largest one on the board.

I have the MY1016 that is rated for 36volts 350watts as part of a scooter that was a POS ugly piece of yellow plastic more or less, the controller was dead so I replaced it and with a new one and I get very little torque from the motor and found out that the old controller died because the motor was shot. The motor produces very little torque in a jerky fashion under load and smokes after a few mins, seems normal w/o load. Does/did your motor spin freely or is there some drag when not powered?

Mine actually has a bit of resistance when I turn it which I believe are from the magnets.

Shoot, now I'm not sure if my motor is bad or the new controller. The wires to the motor get warm pretty quick, the motor gets hot quick and it starts to smoke after only about 3 mins of use on a scooter and it never produces enough power to pull me(I don't weigh much) up my own driveway or even go 10mph. It makes a jerky pulling feel when going up the driveway. It seems to have more resistence than I expected. I might just have to pull the motor apart and look signs of burned out components.

Sounds like you likely have some shorted or burned out windings.
