You can step out of ur lane in the straightaway and not be DQ'd as long as you don't impede another runner because there is no advantage gained in the straightaway, and Spearman got DQ'd because he did it on the curve where an advantage could be gained
No Visionary0001, this is true about the consecutive 3 steps, but the first step is him coming over the hurdle, and that's not qualified as a counting "step." He had two qualifying steps on the line and then he steps within his lane on the third.

NCAA rules are as follows for all sprint races, and ANY race which requires the runners to stay in their lanes:
Runners are allowed to step ON the line TWICE without being DQ'd. If they step on it a 3rd time, they are DQ'd. If a runner steps OVER the line even once, he's out.
Isa Phillips did not step over the line, BUT he did step ON the line 3 TIMES.
