On February 15, 2010 a broad based Moratoria Study Group appeared in Washington D. C. before a national gathering of the National Association of Regulatory Utility Commissioners (NARUC) Natural Gas Committee.

About a dozen of the over two dozen Study Group participants delivered the findings of their over two year research project to determine the cost to the country of not developing oil and gas resources that have, until recently, been restricted by Presidential and Congressional moratoria.

Dr. Foss, an Official Observer during the process, serves as Chief Energy Economist and Head, Center for Energy Economics, Bureau of Economic Geology, University of Texas.

We provide this recording more for the importance of Dr. Foss' audio presentation than the Academy Awards quality of the video.

"By any measure," Dr. Foss said, "our resource base is off the charts. We are the largest resource holder in the world." She said that an important part of that resource base is natural gas. Refering to the current economic challenge, she said, "Manufacturing employment has declined 39% since the 1970s peak." She observed that one technique for stimulating the economy and manufacturing employment was the greater efficient use of natural gas resources.
