I stand corrected. I did a quick research after dinner. The word "declared" is not a valid statement, therefore Wayne Paul may be liable for defamation. (a little harsh) Let me just say the Federal Government didn't pay back the its credit cards and settled with Emergency Banking Act and Executive Order( 6073, 6102, 6111 and 6260)
