It definitely seems unsure and nervous since it looks tense and stiff (and also thought you were going to go after him when he smelled your shoe) which is a sign of nervousness, but still a cute video. Seems like he enjoyed the petting even though he was very afraid.

The Hokkaido Fox Village in Japan is a huge open area that's fenced in. They usually run free with the people and are very friendly like the one in this video. Not sure why it's leashed, but I'm sure it doesn't stay there for long. This might be a different area or something.
