That looks more like a futuristic city, here on Earth. An Off-World Colony would be more self-contained.

Actually YES, the futuristic colonies in an old Computer Game called outpost looked more like what a Colony should look like. The colonies were completely self-contained so that Humanity could colonize, dead planets like Mars and the Moon, or planets that were covered in water, or planets that might have hostile lifeforms on them that would completely demolish any open and waiting cities.

That is very cool, however it is also very subjective. I think you should model and render that idea out so you can be happy with it. I am just going to stick to doing me:)
