You can get adobe dreamweaver if you want an html website, but if you want more of a modern flash website (i prefer) then you can get adobe flash professional
yes they all cost money, but of course you can get them for free off a torent site
4th) wwwdotlyndadotcom there are educational videos on creating a site, subscription costs money, but again ... some searching on torrent sites and get it for free. Have fun!!! =)

Hello I dont know anyone but I can advise you on how you can learn it youself
1)First you need to register a domain which is the name for your website, you can do some free, with companies such as co.cc or.tk but if you wan't your website to look more professional and end with com, then you would need to register a domian, but its really really cheap
2nd) you need a host, which will host all your data for your website, there is a free one 000webhost it is good to start with, then you can switch
