neutrals will produce gas, they are directly in the flux of the currents same as if you put an LED in there connect either positive or negative at one terminal end, let the other end just be in the water un connected, and it lights up, you can gauge the extents of leakages and current travel using this simple LED.

After months of experimenting(& making lots of mistakes)I have finally got my system working to my satisfaction,I got hold of some good grade stainless & made my cell to YOUR specification,it works really well,because we are paying $11 a gallon for gas in the UK you can see why theres so much interest in HHO,Ive got people emailing me from all over,wanting details;For all the doubters the Smack cell WORKS,build one& compare it with other crap configurations you will throw yours in the garbage;
