China is efficient. So was Franco's Spain, and Hitler's Germany. They were efficient because the economy works in the interest of the state, not the corporations. Of course, all these governments have been brutally oppressive, yet they were nevertheless efficient at doing so. The point Bill Maher was trying to make was not that we should be like China in the sense of the oppression, but that America should reintroduce regulation into the market, to make sure in doesn't hurt our prosperity.

He's right, China is very efficient. They suppress human rights and don't have much of a free market, but he's right nevertheless.

A "technocracy" can't be a dictatorship?

Of course it can, they censor google there, it IS a dictatorship. They have a board of people that literally decide what can and can't be in the media.
