Mirriam Webster defines 'random' as "lacking a definite plan, purpose, or pattern". While Raoul does seem to lack any pattern in his 'whacking', there is a definite purpose and a definite plan: he thinks there are giant bats attacking, and he plans to kill them. (respectively)
Therefore, his actions are not "Random".
As Holmes might say: "Elementary."
