This isn't hilarious! It's sad. The guy has a severe mental disorder and is not medicated. He is suffering tremendously and he doesn't realize there's something wrong with him. It's kind of humorous if you are a child. Would you laugh at someone who had cancer or alzheimer's disease? This is no different. The man is sick and needs help.

What's interesting is at times,like when he laughs at himself trying to read that certificate,or the way he reacts when you say "We don't like white people" and he asks "Who are you above?", he seems quite intelligent or lucid. There seems a lot of truth behind his ramblings.
