I'd say time travel beats a scanner. Also, GURPS has caught up on the idea with a Time Scanner in Ultratrech, at least up to 3rd edition.

Wow at 8:20. A scanner that can show you events that happened in the past. Works probably by picking up some sort of radiation. This would be a great tool for historians if it was for real.
