The FDA states for the ELISA test that "A positive result is not a diagnosis of HIV infection. "99% accurate" is way off. Only 30% of Elisa positives test positive with the PCR-DNA test.

The rapid HIV test is testing for antibodies that are not specific to HIV. You can have other conditions and test positive on a HIV test. People should not be getting this test done if they don't know what it really is.
