I think Hayate was supposed to be Nanase, Kairi, and Hokuto's brother, or Hokuto's lover, or something like that. He also is a hidden character on SFEX2. He dies at the end of the EX2 story.

The "mafia" part is referred to her family (Hokuto, Kairi, was Hayate(R.I.P.), and last but not least, Nanase). That's my interpretation of it. It may be wrong.
