The problem is many buyers of illegal timber do so knowingly; some at a discount. Perhaps the certisource system should be adopted by governments for use at export and import ports. Of course there are some which are smuggled through unofficial ports. Ilegal logging is devastating but enforcement must primarily come from the government and that is the underlying problem as some authorities are part of the illegal logging industry.
