It appears the majority of elected board members are republicans. It is the elected school board member(s) responsibility to negotiate teacher contracts when elected to office with help from the school board solicitor. I have negotiated on both sides of the fence; negotiations done in a fair & pleasant environment with a willingness to bend on all issues equals an amicable compromise without breaking the bank.
