A BAD MAN BEING ARRESTED by the citizens of Cabinda

A wrongdoer is captured by a delightful group of public spirited citizens and escorted to( presumably) the police station. On the way, there is much discussion about how this gentleman should be treated. Among the options considered is a thrashing with a shovel. Thankfully his captors decide against this. He is beaten , whipped and threatened wth a variety of implements including sticks, clubs, branches, a length of metal pipe, a shovel and even a coil spring from the suspension of a car. I find the behaviour of the small boys particularly appalling. I believe the language being spoken is Ibinda. If anyone can tell me what this guy had done, I'd love to know.
