The responses are being taken from people who answered the questions as a lead in to an article or video online. A smart alternative for publishing and media companies who are currently or were planning to use paywalls to view articles and/or content.

Essentially, as opposed to getting readers to pay to read content, Google pays them 5 cents per completed survey response.
