He's not saying we don't need to fund Constitutional government, he's saying do away with the IRS and the income tax. A national sales tax is much fairer and doesn't punish the productive...it taxes consumption. A flat tax might work, too, but before I'd agree to that kind of tax I'd want to see us completely do away with many government entities that are not mandated in the Constitution.

The 16th Amendment does NOT require the vast majority of Americans to pay taxes.
IRS code does NOT require the vast majority of Americans to pay taxes.
Most of you donate to the government without realizing it.

Yeah, it'd be great if we didn't have to pay taxes -- just didn't have to pay for an army, school system, fire department, police department, intelligence service, health department, FAA, FDA, NASA and a hundred other governmental departments that supply services I don't even know about.
I want what I want without paying for it. It's not like that makes me a child or anything.
