In this video, 100% of all drivers observed are travelling 60mph. This contradicts the law that states a speed limit must be established by the 85-15 percentile rule. The speed limit of 45mph was clearly not established in conjuntion with this law. According to the speed zone survey signed by Yunus Ghasi at Caltrans, some drivers were travelling 73mph. The 85% were at 61mph. Here we have dangerous cutoff and tailgating, precursors to road rage.
