Yes, few oxen's & cows are Haryana / Punjab breed but these animals were smuggled by road with fake documents. As Punjab Prohibition of Cow Slaughter Act, which is applicable in Haryana also does permits cows to be transported to that state, where cow slaughter is open like in West Bengal, as per law section 4 B of the above said act - export permit is essential & as per section 96-97 of the Cattle Transport rule, 1978 amended in 2001 under section 38 of the Prevention of Cruelty to Animals Act, 1960 - a certificate from the AWBI Chairman is essential but violation of this rule is a non-cognizable offense with minor punishment, PCA Act, 1960 is toothless needs amendments at once to save the cattle's from unnecessary pain, injury, sufferings & killing.
