You're talking about the GC version right? It definitely does. You have to hold L and R when playing arcade. You have to unlock it first though. It happens after you Unlock Shin Akuma and Ultimate Rugal. You should get a message in red saying you unlocked it.

@robodroid00 The fire hodokens? you just hook your thumb the oppsite direction when doing hodoken.
