There are two key differences between Spectres and Justicars. Justicars are inexorably bound to a code that dictates their conduct. For example, if you try to bribe them, the Code of Honour tells them to shoot you. If you bribe a Spectre, they can choose to go merc for whatever reason. Shepard (depending on the player) has done this several times. #2, Spectres are generally well known throughout the galaxy. Justicars are particularly well known amongst the Asari.

That kind of a fucked up way to start things off with a default Shepard. If I'm looking into it right, Default Shepard choose humanity in every choice making him a good choice for Cerberus to pick up.

The only reason I put Udina on the council is because Bioware stated that if you elect Anderson, they don't listen to him, and if you elect Udina, they don't listen to you or Anderson. The difference is that Bioware said Anderson, if not on the council, will be KICKING REAPER ASS in ME3.

@krypton321 apparently from the rumors that ive heard/read the council members will sway their own races towards the cause. maybe its like an unofficial loyalty mission, maybe it'll make their races fight harder or something

@KHII I heard that Anderson is a temporary squad mamber at the begining of the game, so he might die in the game or he will leading the defence of earth while you playing the game.
The council didnt play a big role, nor anderson. But I think it will pay off in ME3, otherwise why would they make you make those decisions in the first place.

I can see what your saying but I don't think they will have much of an impact in Mass Effect 3 either. They want to make a game that appeals to everyone so, whilst I think your choices regarding the council will be taken into account in Mass Effect 3, it won't be huge choices or experiences because not everyone has games 1 and 2 and people will feel cheated out of content. Thats basically what they did with 2, it's not good business if your looking at it from their point of view
