In Powerlifting, athletes must meet a minimum eligibility criteria
based on their impairment. They are then grouped by bodyweight for
competition, which means athletes with different impairments compete
for the same medals. There are 10 different weight categories for men
and women
Powerlifters must lower the bench-press bar to their chest, hold it
motionless, and then press it upwards to arm's length while keeping
their elbows locked. Athletes are given three attempts, and the winner
is the athlete who lifts the largest weight (measured in kilograms).
The International Paralympic Committee (IPC) is the global governing body of the Paralympic Movement. The IPC organizes the Summer and Winter Paralympic Games, and serves as the International Federation for nine sports, for which it supervises and co-ordinates the World Championships and other competitions. The IPC is committed to enabling Paralympic athletes to achieve sporting excellence and to develop sport opportunities for all persons with a disability from the beginner to elite level. In addition, the IPC aims to promote the Paralympic values, which include courage, determination, inspiration and equality.

Just out of interest, why is powerlifting in the paralympic games but not the olympics?

Powerlifting for athletes with physical impairments made its debut at the Tokyo 1964 Paralympic Games and was originally called “Weightlifting.”
At first, only men with spinal-cord injuries could participate, but today the competition is open to all athletes with cerebral palsy, spinal-cord injuries, lower-limb amputees and les autres who meet the minimal disability criteria.
So it evolved as a truly inclusive sport.

How can they make it a fair competition when just by virtue of having large breasts she only needs to have a 2 inch ROM?
