My question is regarding the presidential proposal on the repatriation of US company profits for reduced tax rate provided that these companies create jobs. First, this seems like a very slow economic stimulus at best. How long would it take for such a change in the tax code to have any measurable effect. Thank you!

The proposal from Obama indicates it will be paid for by 'closing loopholes'. Our confidence that this can/will be done is at an all time low. Does the proposal go far enough to make a difference and if so, what are the chances of passage of the proposal?
