Between Wednesday August 11 and Friday 13, for three days in a row, from 9 to 5, the individual you see in this video operated an electric noisy saw right in the sidewalk. That causes at least two problems, a hazard for those passing by, he is right in the sidewalk as you can see, and second, the noise that you can easily hear from where I am. Two complains were submitted to 311, the first one, complain number c1-1-585651981 placed at 11 AM of August 11, resulted in no violation issued, police came at 623 PM, found no violation. The second one, complain number c1-1-586047503 submitted on Thursday 12, again found no violation, police appeared at 325 PM. This particular situation as many others of similar nature, such as individuals making numerous car repairs, (I quote here one complain c1-1-582797659) find again and again that the police either shows up very late or simply doesn't find any violators, also the nature of the infractions are such that you would think that numerous people would be affected, therefore 311 or 911 would receive a bunch of complains, apparently, judging for the repetition of the acts, that is not happening. In fact I have found people upset with my security cameras and myself when I use my cameras with sole purpose of documenting these incidents, no upset with the perpetrators at all, isn't that interesting? Considering the lack of fear of the perpetrators to incur in violations over and over, suggest that they are being protected, also the lack of complains from the "residents" could be as a result of some connection and coordination among perpetrators and at least some "residents".
