Today's top story... the latest in an Indonesian ferry disaster. Authorities began an investigation into the tragedy today, but bad weather is still hampering the search and rescue operation.

Authorities are questioning why the ferry sailed when there was a weather warning.
[Jusman Syafii Djamal, Transport Minister]:
"The President has instructed investigations into the accident, especially the crucial question why the captain decided to take the ferry out although the meteorological department had issued bad weather warnings."
The 250 passengers and 17 crew members were traveling from Pare-Pare on the west coast of Sulawesi to the city of Samarinda in the early hours of Sunday.
Reports from survivors say the ferry rolled over and sank after being hit by 5 meter waves.
Indonesias Transport Minister says there was a tropical cyclone in the area at the time.
[Jusman Syafii Djamal, Transport Minister]:
"Until now, we have an obstacle in the area due to the weather conditions and as of now, there are, we already have 20, or 21 survivors."
Accidents are common here, largely because of under-investment in infrastructure and a tendency to overload the boats.
But one official denies this ferry was overloaded.
Indonesia has come under pressure in recent years to improve its transportation sector.
