It's already a rusty Chinese junk. They float it for QC reasons, if it doesn't capsize or break in half and they can pump the water out quick enough to keep it off the bottom it passes the test and can be sold to the US.

It is not finished yet, any operation that left can be done on water, the most important being that the boat can float... They put it that soon on water in order to free the place for the next command. Now they can work on both the boats on the same time.
