I saw a variation of these sprites on the new Pac-man Championship Edition DX game that I have. I tend to use them more often there. You can find it in the pregame menu under characters or something like that.

@bl4ckw1ngz64 Reading a book right now about the 2600 and the limitations of the system. The 2600 could only display and track two "players" on any given screen, which would have left you with Pac-Man and one ghost. They worked around it by rendering each ghost every fourth frame. Made them flicker, but got them there.
Those guys weren't stupid by any stretch of the imagination.
But yeah, it does look like crap.
