Russians probably saw this program and decided that space travel was possible. So they rushed their "Sputnik" program to beat the Americans to the punch.
Doubtful, though I suppose 2 years would have been enough time to take an ICBM and strap a radio transmitter to it. They had excellent heavy boost capability.
However, the US had a satellite ready to go and could have launched it well before Sputnik went up, but there was concern about the legalities of satellites flying overhead. Once Russia flew their satellite and we didn't complain, the precident was set and they couldn't complain about our satellites flying over their land (with cameras).
Yes, in 1946, USAAF proposed EWCS (Experimental World Circling Spaceship) , a 4-stage rocket design capable of sending a 500lb payload into 300 mile high orbit. USN also had their idea called HATV the same year and BIS in 1948-51. US had a serious proposal called Project Orbiter during 1952-55. None were deemed important until after Sputnik of 1957. Of course the Germans had their A9/A10/A11 orbital design which influenced the winning nations after the war.
