when applying hair color or bleach you never get it on the scalp, get it as close to the root as possible; thats why apply by sections with a hair coloring brush or you a paint brush, which i use. when its burning it's because of scratching your head, applying bleach to the scalp which can cause skin to irritate or applying with your fingers and rubbing it in to hard also when its burning you wash it off and wait a couple days/weeks to let your skin heal or it cause infection.
