Target 06: Lion. The true ending of the game. This is the option if you let Kenjiro Matsuoka live. Personally i think that he should be killed because it would seem rediculous that the UN would launch a full scale attack on the US, as all people of the UN would wipe out the US with no problem.

Japan and the UN political party are against the US and want to wipe the US out in this game, so when you let him live he will order an attack on the US by the UN political party. If you kill him the US launches an attack on Japan and takes them out for good.

Umm... if you're referring to the United Nations, they were taken out a while ago. The lead party in Japan is the United Nations Party, if that's what you're talking about.
