Delegate Toscano discusses how we can accomplish big things with government--not how big government can accomplish things. He recommends William Eggers book "If We Can Put a Man on the Moon," and asks how we can be innovative in government and how government can act as a facilitator to achieve great things. He urges members of the House of Delegates to allow facts and data that may contradict their worldview to inform good decision-making and innovative ideas
