tilt shift is not as effective if you are moving the camera i noticed. slight panning/tiliting is usually fine, but hand held not so much. also, try to shoot from higher up

It's amazing how a bit of blur can fool the brain into thinking everything was tiny.

There is a tilt shift effect in magic bullet you apply to your clip. You can then play with the focus area to make it bigger/smaller and change the horizontal or vertical part for the best look. Seems like the settings are on the lower right once you are in the tool. I did test some shots and you really need to be up and above what ever you are filming to make it look right. I have never tried with the lenses but I would think with good lenses that would have to be better - but who knows?

Agreed - after I made this video I figured out a way to undersample it and make it look stop motion'ish..will do it next time.

I used some software called Magic Bullet and then made a few adjustments to the size and amount of the blur. There are ways to do it with a flexiable lens or a bellows and a large lens to shoot through. Look up Tilt Shift techniques on the web or here. Pretty fun.
