Because H can be a silent letter and is in French. English derives some of its grammar and pronunciation from French. For the word Hour the H is pronounced but we still follow the an, a rule for that word. Just like you wouldn't say a herb, you wouldn't say a hour. I'm glad I can be your grammar Nazi.
