Yes, this is early Weezer. First album, actually. As for how they have changed, do this: listen to Pinkerton (second album), then listen to Raditude (7th and most recent album). That will tell you all you need to know. It's depressing as hell, really. Rivers and the guys are pissing their talent down the drain.
