They do not "have the right to ask questions". That is not written down as a law anywhere anytime. We the people DO have the right not to answer the police's questions.

The lawless Sheriff Joe Arpaio is not going to let the Constitution interfere with anything he wants to do. It is obvious he does not like the Constitution or the idea of Freedom and Liberty. He likes laws to enforce against people.
