The white headband indicates that she is out-of-game, and she's obviously observing the battle closely. It's likely she's either a ref or marshal of some sort.

@paulineprojectlove: Instead of NERO, take a look at Heroic Interactive Theatre. You can find all their chapters at heroicit.net. Not as many as NERO, but a much better designed system, from the ground up.
