Look closely - pause the video at 1:32 you will see what appears to be two heads of the handcuffed male - this is his headbutt going in at speed faster than the slow bursts of the camera record - the female officer disappears and then the handcuffed male is pulled down with force. The officer doesn't bother to check on him because he then goes around to check of the female officer first.

at 1:30 -to 1:32 you see the male persons head fly forward - its so quick the slow one second bursts of the camera don't catch it fully but you see the flash of his head - you then see the female officer "disappear" and eventually you see her sitting on a seat - that's why this person is pulled down so forcefully - he just head butted someone - handcuffed or not - to the poster of this video your lies come out when viewed by a trained eye.
