@zoniczedro you are very wrong actually. This is a design failure. A strong steady wind will set up repetitive vortex shedding from the bridge structure. If the bridge does not include de-resonant structures in its design it can be set into resonance at one of its natural modes of vibration by such forces. Look up Tacoma Narrows bridge collapse. You will see it has happened famously before.
