THIS IS NOT A FUCKING TEXTURE PROBLEM, IT IS SYS_SPEC_OBJECTDETAIL
SET YOUR OBJECT DETAIL HIGHER.
even the highest setting has this problem! I'm not joking, this is a feature used by crysis so that you aren't rendering everything at once. It's called level of detail without the other levels. it's just on or off, ie "rock there, or rock not there."
TEXTURES are the pictures you see on objects, not the actual objects themselves. jesus christ

Well no shit... you're running at like 50 miles per hour and it's more than likely a function of the game to render distant textures at a time when you're closer to them. This saves on hardware consumption.
