This isn't necessarily racist by any means. He's just a patriotic veteran who believes his country's flag should come first in his country. I don't think most Americans would go waving the US flag above every other country's flag when in another nation. Granted the US is a country of immigrants, there still needs to be a level of respect for the nation. Your culture is your culture; but when you move here, this is your country now. Be a good citizen and support it.
