Ralph has a BE, a Masters in Public Policy and a PhD in Economics. Ralph is currently Associate Professor and Director of the Graduate Programme in Environmental Studies at Victoria University. Ralphs research areas include Climate change policy, housing, heating and health and environmental policy and performance. Ralph has published extensively in these areas, with recent works on small scale wind, drivers for the demand for home heating and low carbon urban form. Ralph has worked on climate change issues with New Zealand government agencies and international bodies and was part of New Zealand's negotiating team for the Kyoto Protocol.
