Should you use Powershell to create and attach the application to the right server rather than moving it? blogs.msdn.com/b/russmax/archive/2009/10/20/sharepoint-2010-configuring-search-service-application-using-powershell.aspx Run those commands on the "app server" on your farm as administrator

Regarding the very last step after creating the new web application for the search service, if you were to refresh that "Web Applications" page would you see your new web application listed there along with "SharePoint Central Administration v4"?
