Depends on what one is comfortable with, personally for me using the forearm produces wasted energy motion with leverage in the wrong area. I prefer to pull the guitar body in tight with my right forearm providing the base part of the leverage leaving my left hand free to do what it needs.For instance first finger hi "E" string the only thing touching the neck is the very tip of the first finger moving perpendicularly up. Most everything else is again on the very tips in a scratching motion.

It is more common to move your forearm. So people just use their fingers but you get way more strength and control for your forearm.

Is it common practice to vibrate by moving your arm rather than your fingers? I've always been self taught and just moved my fingers but I kinda like how it is with moving the forearm, once I get used to it by practicing of course.

I just checked, and I 'vibrate' up on the three highest strings, and down on the three lowest. Kind of automatically developed it that way, no thought went into it really.
