You are probably nearly there. One thing though, and it seems to catch a lot of people out - is you need a very SHARP transition to your jet - using a funnel (especially with a long tip) to transition the flow will re-introduce all the turbulence you are trying to remove. As strange as it sounds, a perfectly flat plate with a knife-sharp edged hole (with no taper to it from the water side - the taper should be on the outlet side) will do the job very well. Try that!

@jaydenlawson Yes, there is a system that works much better. A larger pipe and more straws is most helpful. If you can find a 16" or so piece of 8" diameter pvc you get a much better result. Also the funnel is not the best for laminar flow, but a straight cap and something to cut the water into shape. Many many things can be done (and have been done) to make it better.
