I'm told by local (Vancouver) garden railway club members that everyone they know uses battery packs and radio control these days to avoid electrical pickup problems - and to control steam throttles. Is this something that is not popular in the UK?

what happens when it rains do you have to pack up all the track

No. The rails stay out all year long. The controller for the electric locos is brought out and connected when wanted. Obviously, for the steam locomotives this isnt a problem!

but do you have to sand the track an stuff so it doesn't rust??

The rails on this line are made from brass, and dont rust. The track (32mm) in some of my other vids is Nickel Silver and also doesnt really rust. Depending on how much the railway is used the rlines do need cleaning occasionally. Especially if Live Steamers have been running! They tend to leave a lot of oily gunge on the rails. This can cause probs for the electrics on railways that use electric. On the non-electric railways, it causes slipping!
