I don't think it's the OS. In this case, Windows. I thought it was the software, or programs themselves that gave that option, not Windows. I've installed some things on Windows, when I ran it, that didn't have any "Install shortcut on Desktop" or "Add to Quick Launch" in them, if the OS, it should exist in all, right?
I think it's the programmers of the programs who do that. Maybe because they know typically on Windows systems people put those on their desktop for easy access.

first off, i just want to point this out.. PC means personal computer, that being said, mac is also a PC, it is a matter of windows vs mac, not pc vs mac. second off.. windows users use icons because we have access to all our programs, where we want them, when we want them, and we dont have to go into an app folder when ever we want to do something

Also.. On a PC you CAN put a program on the desktop. You have to make a folder for it on the desktop then open the folder then click the boot icon, but its almost the same. By the way.. Why the hell would you want a program or app on your desktop?

I have a PC and a Mac and you two are both retards. If you put all your apps in your dock then it clutters up your dock. Likewise, if you put all your programs on your desktop it does the same to your desktop. Put all your apps in an app folder on your dock to fix it on a mac, and put all your programs on the start -> programs list on your PC. Mac and PC are the same but different. EVERYTHING you can do on a mac you can do on PC. It is really just what style you like,

hey emeek, ever heard of the the "All Programs" menu on the start menu? all your installed programes are there once you install it.
and btw, why is it "annoying" when the system asks you whether you want a shortcut? and do you want it to be like a mac? where you have to go to your applications folder and drag it to the dock? silly silly boy.
