what if the service provider part is active??? plz respond to this

@GwKzGamingz then it means that it is still locked. The three carriers that use the "Service Provider code" are Telus, Koodo and sometimes Bell. If you have one of those phones, then your phone is still locked. You can purchase the code from our site which will provide you with the service provider code as necessary.

Mine says its all disabled but i put in my BELL sim card and its not working ? Anything you can tell me that i can do, its says just emergency calls only and when i go to send a text message it saying the ratio is off?! HELP
