Now watching another clip of these guys, I'm lead to believe there are puppeteer's hands in the feet instead of rods.

Actually there are multiple puppeteers dressed in black (or blue or green, depending on whether or not this is chroma key) There are rods in the elbows and the back of the feet. One puppeteer controls the head, one controls the feet and on controls the hands. (I believe)
